how to get holidays to show in month view in a Public Calendar??

I have followed all the online requirements, downloading all the files that
might work but nothing works. I have resorted to viewing holidays in
Catagory View and then selecting all the holidays from a private calendar and
copying them over to a public calendar. Is there any easier way to do this?
I have Outlook 2003 with Exchange 2003
