ActiveSync is changing appointment times on its own!

I have a H3900 series iPaq that I sync up with Outlook on both my desktop
work computer as well as my home laptop.  I am having a problem with the
laptop where, when I sync up, the times of my calandar appointments are being
changed as the two machines sync up.  The laptop is running Windows 2000,
with all the patches, upgrades, etc.  I use ActiveSync 3.8 to sync up to
Outlook 2003.  This is only happening on the laptop.  Two differences between
the laptop and desktop are that the desktop is running XP and has the sync
cradle connected to it, whereas my laptop use IR to sync.

Has anyone else had this problem?  Anyone know what might be causing it?

Changed how?  Have you verified that the time zone/daylight savings settings
agree on all platforms?
