My school uses Microsoft Outlook Web Access as our e-mail service.  I
recently got a PDA which I want to use to sync with outlook so I can keep
better track of all my appointments.  Unfortunately, I cannot sync with the
Web Access Version, so I need to set up Outlook (2002).

I have successfully set it up to download my inbox, but i cannot manage to
get Outlook to import my calendar from Web Access.  Considering they are both
Outlook in some way I assume there must be a way to import/export my Web
Access Calendar and my Outlook Calendar

you can not use the calendar with OWA. If the school doesn't allow you to
use outlook directly, you can't sync with Outlook.

Actually, OWA is a part of Exchange so there is little linkage with Outlook.
It is only a web view of your Exchange mailbox.
