Calendar Permissions Tab

I'm trying to let a user have read access to my calendar, but no permissions
tabs are available on my Outlook. What would cause the permissions tab to
disappear and how would I restore them? I have already tried uninstalling and
reinstalling Outlook and that has not solved the issue.

Is your Calendar & mail in a PST file or an Exchange Server mailbox? If it's
in a PST, it can't be shared in the standard way.

It is not in a pst file. We are running our accounts on an OST. Our Outlook
is set up on an Exchange Server mailbox running in chached mode.
