Calendar not synced between outlook and OWA

I have a user that is having a problem with recurring Outlook appointments
not being synced between What her outlook calendar says and what her OWA
calendar says. Outllok says the correct time and date, but OWA says the time
is off and if it is an all day apointment it spans 2 days in OWA. If you
change veiws the OWA calendar removes the appointment from the corect date
all together and moves to the next day.

Sounds like a mismatch in the time zone settings between Windows' clock and
Outlook's calendar, particularly the DST setting.
