Viewing private appointments in outlook Calendar

Hello,
I secetary cant view her bosses private calendar items.  She has full
access to his mailbox, and full access to his calendar, on the exchange
and on the client.  She can open normal items, but not private ones.
She can see it in the normal calendar view but cant open the item.
Is this possible??  Or this just not allowed?

Has he checked "Delegate can see my private items" for her?

Yes she can "see" private items, but she cannot change or open them.

In Outlook 2003, Tools->options->delegates tab. Highlight the delegate and
click on the permissions button. Set the option at the bottom.
