In outlook the tracking options of a message does not work?

I want to send a message that sends when opened the person must respond that
they have recieved it.  In Message Options I have chosen Request a delivery
receipt for this message and Request a read receipt for this message and Have
replies sent to myself.  When I ran a test message with someone else, it
didn't work, they recieved the email but no window saying they must reply.  
How do I fix this?

The functions you selected (Read Receipt and Delivery Receipt) do not do
what you have described.  There is no function that makes a pop up window
for the recipient to tell them that they must reply.  Tell them in the body
of the email that you want them to reply.
