sound reminders

Is there a way to set up a reminder that doesn't do sound, maybe an email or
a pop-up with the reminder?

Certainly.  Turn off the sound on Tools>Options>Other>Advanced
Options>Reminder Options.

Thank you but when I did that, a pop-up at the bottom right (above outlook)
said that it was unable to set up reminders.  why is that?

I don't know, but you can have Outlook regenerate all reminders from scratch
with the /cleanreminders command line switch.  See
