I am searching for a way to have a group calendar for everyone in my project
to use/contribute to. I'd like to have all the regular outlook calendar
functions so that the group can keep track of everything going on in our
project and have it listed in one univeral calendar for everyone to refer to.

If you're using Exchange as your mail server, ask the administrator where you can create a calendar folder in the Public Folders\All Public Folders hierarchy.
