All day calendar appointments span two days

When I send an all day event to an attendee and the attendee accepts, in the
attendee's Outlook's calendar the event spans two days.  I have checked both
computers' clocks and the Oulook calendar time zone settings on both
computers, all are the same.  By the way, when the attendee computer invites
me to an all day event and I accept, it registers on both computers' Outlook
calendars as simply a one day event.

This is usually caused by a mismatch in the DST settings between Windows and
Outlook's Calendar.
