booking a meeting using the resources tool

When I create a new appointment in my outlook calendar and invite  the
intended resource through the resource button, the mailbox setup as the
resource does not get an email (accept, decline etc) and the
appointment in the resource recipient's calendar shows as busy (dark
blue) instead of tentative (light blue).  It should show as tentative
since they had not responded yet to the original sender to let them
know if the meeting room is free.

Please advise on how to receive the email and make sure the roon
booking shows as tentative until booked.

This is expected behavior when the resource is set up for direct booking. If you don't want the resource to be directly booked, you need to turn off all the related settings in Tools | Options | Calendar Options | Resource Scheduling and reduce permissions on the calendar folder so that only the person(s) authorized to accept meeting requests can create items there.
