Reminders are not something you can control with rules. They aren't messages.
I believe one of the pages at http://www.slipstick.com/addins/ has some tools for sending reminders around.

Sorry Mark. I proposed the server side rules to effectivly copy you on the
resource bookings (messages) which you should be able to add to your
calendar.
But of course, that's not what you asked.
