In previous versions of Outlook (prior to 2003 or XP SP4) direct booking of
an appointment in a resource calendar (double clicking the calendar) stored
the organizer correctly (user actually booking).  Since Outlook XP SP4 and
all versions of Outllook 2003 this field stores the Resource Name unless
using the "Invite" feature of personal calendars.

It is really not convenient for Secretaries to "Invite" resources to their
own calendars when booking for an executive or manager.  This still works
correctly when using Public Calendars, but since Public folders is going away
in Exchange 12 we are reluctant to convert at this time.

They are not going away until Exchange 13, not the next version.
