have emailed meeting requests correct for time zone differnces

I sent out a meeting request today to people in all 4 lower 48 time zones.  
Each recipient reported receiving a meeting request for 1pm their time.  

Is there a way to make sure each recipient gets an invitation for their
correct local time?

Are you sending the requests in iCalendar format?

Tools | Options | Calendar Options, in the Advanced Options section, check
the box for "When sending meeting requests over the Internet, use iCalendar
format".

Yes, iCalendar is on.

Sorry it took me so long to get back to this thread.  I tried to find an
answer for you but I was unable to.  If you are still having this issue,
please repost it and make sure you include what we've already ruled out in
this thread.  Sorry I couldn't be more helpful.
