Did you test it with another mail server? Are all recipients in the same
domain? Outlook uses the address in the account setup when it send email -
if that is the full and correct SMTP address then the SMTP server could be
stripping the domain off (not uncommon when all are on the same domain)

Yes, we did test it with another mail server. When we issue a request from a
user on our mail server to someone on an outside mail server, we get the same
result. When a user on an outside mail server issues a request to a user on
our mail server, the response is returned correctly. Normally all of the
recipients will be in the same domain. This seems to suggest that the
request is not formulated correctly. Maybe this is why the bounce message
contains the "The calendar item requested does not exist" message from the
server.
As near as I can tell, our mail server is running NettMail SMTP Agent
$Revision: 1.5 $ on Novell NetWare. I do not control our mail server and
have limited influence over changes to its configuration. I am about ready
to advise my boss to just send emails - not meeting requests -- and call it
good unless someone has any other suggestions.
