We send appointments out through the invite attendees
option. On some computers, the option to accept-tentative-
decline is given when the email is opened. On others this
option doesn't appear. Does anyone know what setting or
option needs to be changed on the sender or receivers end
to obtain the response menu? Thanks.

What version of Outlook?  Are all invitees internal to the same Exchange
organization?  Are the ones who do not receive the Accept option external?

Try this - for invitees who are external to the Exchange organization, right
click on the resolved address, select properties and at the bottom, check
the option for Rich Text Format.
