Outlook->tools->options->calendar options->planner options. Uncheck the
option to automatically accept items. Also, go to the emial options and
under Tracking options, uncheck the first two boxes.

Thanks Milly! My automatically accepts items was already unchecked. Under
Tracking Options, are you referring to unchecking the "Process requests and
responses upon arrival" and "Process receipts upon arrival" boxes?

Hi,
I have the same problem and have Outlook 2003. I do not see in the Planner
Options the "automatically accept items". Would I need to uncheck the "Allow
attendees to propose new times for meetings you organize"? Thank you so much
for your help.
