After upgrading from Outlook 2000 to 2003 I am receiving the following error.
I tried running the Detect and Repair on the computer, however this didn’t
resolve the issue. The error seems to only display when Outlook first opens,
other than that it doesn’t seem to be an issue. I assume this issue is as a
result of Norton Anti-Virus having been previously installed, with a plug-in
for email protection.
I was just wondering if any of you have come across this issue before.

ERROR: The add-in "C:\Program Files\NavNT\vpmsece.dll could not be installed
or loaded.  This problem may be resolved by using Detect and Repair on the
Help menu.

I think you hit the nail on the head. Have you uninstalled NAV?

Did you check if it is still listed under Add-in manager or Com add-ins? (if
so remove it)
both options are in : tools - options - other - advanced
