tentative meeting status

Does anyone have the problem of meetings NOT showing up on a calendar as
tentative?  

Our situation:  Meetings are not showing up as "tentative" if the the
attendee is NOT in the office, or their pc IS NOT turned on, or Outlook NOT
logged on.  Therefore, if Joe is out of the office he may have 2-3 meeting
requests sitting in his mailbox for the same date/time because the calendar
appears to be open.  
We are using Outlook 2003.

Outlook must be open in order to process requests.  If you are using
Exchange as the back end, you can set Outlook to automatically accept
meetings, decline conflicting or recurring meetings.
