outlook2000 peculiar localization options

outlook2000 peculiar localization options

I am currently using outlook2000 with localization to set to default to
another language than "English", however, when I access outlook2000's
"Contact"'s rollerdex index button comes up with non-english character. It's
pain when all my contact's information is entered in English. IS there's
anyway I can force outlook2000 thinks that it's running on windows 2000 pro
with English language setting?

No, how would it know what language is preferred other than the default
localized language installed?
