My address book contains rooms and other resources I can schedule.  I would
like to make a shared resource list with the rooms sorted by occupancy, etc.

How can I share this with other users?  Can you copy group schedules from
one user to the next?

Thanks

You've correctly identified that the group schedule feature fits the bill for organizing that kind of information. Unfortunately, Outlook provides no way to create a group schedule that can be shared with another person.

That said, I forgot to mention that since group schedules are hidden items in a calendar folder, anyone with read access to that folder will be able to work with the existing schedules there.
