Sending meetings from Outlook 2000 to POP3

I'm sending an meeting from Outlook 2000 (using my Exchange account) to
someone who is also using Outlook 2000 (receiving via POP3). However,
when that person receives the email, instead of giving the usual
meeting email that the exchange users get, the person gets an email
with the details of the meeting and at the bottom gets the following
message:

Microsoft Outlook Web Access:
http://EMAILSERVER1/Exchange/John.Smith/Inbox/TuesdayMeeting.EML?cmd=open

When the person clicks on the hyperlink, it displays 'PAGE CANNOT BE
DISPLAYED'

Anyone have a clue & possibly a fix for this problem?

Mark the contact to always receive RTF format mail - and force it on the
meeting invites for good measure.  Right click on the recipient address,
select properties and check the box at the bottom to always send using RTF.

I actually tried doing that, however, it ended up giving me the same
result as before.

Are you sending using iCal or vCal?

Besides using iCal, is there any other solution that might resolve this
problem?
