CCing others to notify of meeting

Is there a way to CC others to notify of the meeting without actually
INVITING them to the meeting?  Listing them as Optional or Resources seems to
imply that the person is actually invited to the meeting.
This would be helpful to employees wanting to notify their manager that they
are meeting regarding a subject, or to a manager wanting to notify their
assistant that they would be holding this meeting.
Anyone have any suggestions?

I'd create a message to the manager and insert the appointment as an attachment.
