How do I remove white space before a meeting if it starts 11:40 am

Outlook tends to assume that meetings will either start at the beginning of
the hour or at half past the hour. So if you try to add a meeting that ends
at 11:35 am and another meeting at 11:40 am, it shows it as if they are
overlapping.

Is there a way in options or settings where we can allow for variable
timings in meetings?

I'm assuming you're talking about the day view.  If you right-click on
the time column, you can set the display interval to be as little a 5
minutes.  However, this means you'll have a lot of scrolling to do to
see the whole day.
