Time Zone is blank

I'm having trouble adding appointments into my calendar.  I found that the
problem was in the Time Zone under the Calendar Option.  I get the error "Out
of memory or System Resources...." every time I open the Time Zone option.  I
can click on OK, but the everything in the Time Zone is left blank.  I can't
select anything.  So my question is, how do I get that back?  Thanks for your
time.

What do you have set under Windows Control Panel->Regional Options or Clock?
