Assign Delegate Permissions from Server Side?

For Exchange/Outlook 2003:

Is there a way to assign Delegate Permissions to Calendars, globally or
individually, from the server/administrator side?

All I can see is that Outlook clients can Delegate or Share permissions, one
by one, from the client side.

Any advice appreciated.

See http://www.slipstick.com/exs/permissions.htm#tools for tools, especially PFDavAdmin. Remember that delegate access includes both permissions on the particular folder and the Send On Behalf Of permission on the mailbox.
