can copies of others' shared calendar be sync'd for offline sched

I am looking for a small business solution - the need to share calendars such
that someone offline can create a meeting and view a copy of others' shared
calendars to do the scheduling.  My experience has been that this was only
available if I was online and the people I was inviting were all maintaining
their files online (not in PSTs).  Is there a way to administer this at the
server for organization-wide behavior to share these.

No. Other user's calendars are available only when you are connected to the server.
