Can I get my preset reminders if Outlook is not open on the deskto

Must I have Outlook open for the reminder popups/alarms to appear, or is
there a way to have that function run without Outlook open on the desktop.  I
am running Outlook 2003 on Windows 2000 pro

Outlook needs to be running in some capacity to have reminders show
