I do not receive meeting request in format icalendar

When I send meeting request from an account type servant
Exchange, to users that they do not belong to the Exchange (to Internet),
the meeting arrives in format of flat text, in place of in format
Icalendar (with buttons for accept ...) . The recipients are users of
another Exchange server.

Only he sends the citation in format icalendar, if the account than it
Send he is not exchange ( type pop3, imap ... ).

Whas is wrong?

Is Exchange 2003 SP1.

Another additional detail,

The server is W2003 Sp1 in Spanish and the Exchange 2003 also is in Spanish.
Does this be able to influence the problem?
