I would like to create a rule in outlook that can run everyday while outlook
is running. The rule will determine if the inbox item is a new meeting
notice or an update to a meeting already scheduled (tenatively, accepted or
not yet responded to). It will further determine if the meeting notice or
update is for a meeting scheduled for the day the update or notice was
recieved, and then generate an automatic reply to the meeting organizer using
a "message on the server." If the meeting is being rescheduled to a
different day or the meeting is being cancelled, the rule will not apply.

Then I would start perusing http://www.outlookcode.com for some samples.
Your scenario will require some intense VBA sessions.
