The recipient controls how meetings appear and is beyond the control of the
sender. You can try setting your meetings to go out as Tentative, but, for
example, if the recipient uses the option to accept all meetings, it may not
be tentative for those users.

I need t know how to change the settings so I can go round the office and
change everyones and i'm not sure how to do it

Even if you did, the users have the option to change it back.
