Add a compulsory appointment

I want to add a meeting to all users calendar without them needing to accept
or decline the meeting, it is compulsory. How can I do this?

You can't as fas as I know.  Make it a mandatory item via mail and tell them
they have to attend.  Include the meeting invite as an attachment and
instruct them to double click on it to accept the meeting.  Also inform them
that declines will mean a trip to the manager's office for a little chat.
