conference room calendars  double booking

Guys,
Everything is working fine EXCEPT people can double book the calendars
Automatically Decline Conflicting Meeting Requests is enabled

still people can double book , any ideas

this is not helping me as well

Why was my resource double-booked, even though it is set to not allow
double-booking?
Even if a resource is set to not allow double-booking, it can be
double-booked if the person who schedules the resource does not select
"Resource" or uses OWA or Entourage. In other words, when you add a resource
as an Attendee, by default the resource is set to "Required Attendee". You
need to right-click in the box to the left of the resource and select
"Resource". Otherwise, another person who schedules the resource for an
overlapping time (and selects "Resource") will be able to double-book the
resource.

Note: We are checking to see whether resources can be set to default to
"Resource".

any ideas?

Are users putting the resource in the meeting request as a resource, not an optional or required attendee?

I can basically, book the room, as a as a resource optional or required
attendee,
wont make a difference still able to double book it,
any other thoughts ?
