Currently in our environment we only allow certain review permissions for
users to see other calendars. In the future we would like to change this to
allow everyone to review everyone's calendar going forward.
My question: Is there anyway to open up review permissions to all calendars
in a company, but restrict access to old calendar dates. In other words if
we were to flip the permission change on March 3rd so everyone can view
everyone's calendar, can we also say nobody can review the previous year of
appointments for other users?
Confusing I know, but there are some people that want access to their
previous year appointments, but not to allow others to see them.

No. Permissions are either on or off. If you want old appointments not to be viewed, move them to another folder.
