Meeting Requests show as tentative for all users once one user acc

We have been using Exchange 2003 with Outlook 2003 for a short time and have
come across the following problem:  
A meeting request is sent to multiple users.  One user (a required attendee)
accepts the meeting.  The meeting is now placed on all of the attendees
calendars as tentative, even when they haven't even looked at the meeting
request.  
This does not seem to occur if an optional attendee accepts the meeting.  
Is there a way to change this behavior so that only those who actually
accept, decline or tentatively accept have the meeting on their calendar?

Do these users have delegates for their calendars?
