my public calendar on our server is defaulting to clock symbol

We use our outlook public calendar for scheduling. Most of our events are
"all day events".  Lately even though we choose an "all day event" the
calendar will default to a "time period" and add a day to the event.  

Why is this happening?

Someone's time zone or daylight saving time settings being wrong is the
usual cause of this.
