Can an ical user subscribe to an outlook calendar?

my friend is trying to keep better track of me, he is a mac user and has
ical. any way to let him subscribe to my outlook calendar?

Not without knowing a lot more information.

Are you using Outlook Live?  Do you use the Outlook Connector for Outlook?
Does your friend have a hotmail account?  What versions of Office and Mac
are involved here?
