I have one user who cannot see all of the people who are attending a meeting.
Is this a simple setting that needs to be activated or a bigger issue.

Why not and in what version?  Is this person the organizer?

After furious head scratching, Kent Smith asked:

Outlook 2003 - This user is not the one who scheduled the meeting. All other
users who are attendee's can see all the other attendees. This user can only
see himself. This problem seems to be only happening with himself.
