When I schedule appointments in Outlook and then view them in the web version
the appointments shift by one hour. I have tried changing settings in time
zone area to reflect daylight savings and this does not help. As far as I can
tell all time settings are correct.

Either the server or your PC appears to have an incorrect DST setting.  On
your PC, make sure BOTH Windows and the Outlook calendar settings agree.
