How do I display current week as first line in monthly calendar, instead of
first week of month?

You will need to scroll to it - Outlook displays the full month,
irrespective of the current week.

that is what I was afraid of.... since I am back and forth between mail and
calendar, it is a real pain to keep having to scroll each time.

Why not just open the calendar in a new window and avoid this problem?
Right click, open in new window, set it to the display you want, and work
away in email or whatever folder. You can even tile the windows for ease of
use.
