All Help instructions were followed, "include items that say Do Not
AutoArchive" is selected, so it should get everything. It runs the archive,
but the old items still stay in the Calendar. Kind of defeats the purpose of
archiving.

Archiving works on the modified date of items.  If you display your calendar
in a By Category view and add the Modified column and then sort by that
column, you will see what items will be archived and those that will not.
If you open an item or otherwise change it, the modified date changes to the
date you accessed it.  Note also, archiving will always miss recurring
appointments with no end date.
