Outlook doesn't support anything like that natively... but you can make the
job easier using Excel.
I would set one event up using the criteria and export to excel - this is so
you can see the fields you need and the data value needed. Next I would
create a view in contacts with the fields I need (Name and b-day) and copy
and paste them into Excel - then use Excel's features (formulas or VBA) to
convert each b-day to a recurring date then paste them into the sheet with
the fields I exported first. Use fill to fill in the values for the fields
that don't change.
