Can I schedule an offset in a reoccurance?

I like to create a reoccurance which is offset from an anchor occurance. For
example, you know how national elections in the US are set to "the first
Tuesday after the first Monday in November?" Well I have one that I need to
schedule on the Sunday following the first Monday of each month. I've used
other scheduling systems which had a way to describe an "offset." So in this
case you could say "the first Monday of each month + 6 days"

Can this be done in Outlook?

Simply drag the item to the new date in Date Navigator; when Outlook asks,
say "for this time only."

I didn't ask the question very well -- since this event happens every month,
I'm looking for a way to avoid the tedium of manually moving each occurance.
I'd like Outlook to literally schedule the event on "the Sunday after the
first Monday."

Any ideas?
