Outlook account will not automatically decline meetings with same

I have an Outlook account setup as a resource (Conference Room). If you
schedule two meetings for the same time it will not notify the person
scheduling the last meeting that this time is already reserved.  In the
resource setup, it has a check beside the line that says to automatically
decline conflicting meetings. Is their something else I need to check.

You need to check to make sure users are booking the room by specifying it as a Resource.
