Send notice for attachment to other user calendars

I want to send a notice of an event or appointment to multiple users with out
creating a meeting request.  Example #1, "Jim will be in the Houston office
for 8-5 to 8-10". When I place this event on my calendar, I would like to
publish it to other users who might like to add the item to their calendar as
an all day event (or notice) for the period of 8-5 to 8-10. Example #2, Jim
will be gone Tuesday morning.  I might show the details of the appointment on
my calendar and then request a short notice to be sent to other staff who
instead of manually adding it to their calendar, can "accept" the short
notice to appear on their calendar.  We have limited "delegate" usage of
calendars or viewing of other user calendars. Besides, to be informed of a
co-worker's future absences requires monitoring of their calendar which is
not productive.  Creating this type of notice as a meeting request can create
clutter on other the other user calendars if not processed with caution.  
What type of "appointment or event notices" are available in Outlook.  Can
the "Meeting Request" option be modified to allow for greater functionality?
