Prevent Double Booking

Hi,
Is there a way to stop all users from directly adding a meeting to a
resource in calendar.  I need this to prevent someone from adding a meeting
in the same time slot as an existing meeting and not receiving a message that
there is a conflict.
I only want users to be able to create calendar events for resources by
requesting a meeting and adding the resource as part of the meeting request.

how can this be done?

Allow users only Reviewer access to the folder and make sure the resource mailbox has a delegate.

This will change in Exchange 2007 + Outlook 2007 to get you more of the control you want.

I have created the calendar and posted it, however my staff is unable to open
them in 2003.  also attachments for word will not open in 2003 unless I save
them first as 2000-2003.  it appears that each document is .docx or xlsx
which I believe is preventing them opening it.  I attempted to save the excel
document as 2000-2003 and it did not have the option.  any suggestions.

What is "them"? Did you set permissions on the folder?

It does have that option. Look more closely.
