A public folder calendar won't let me send invites to a meeting

G'day, i am using outlook 2000, and know next to little about the program.
I wish to create meetings in a puplic folder calendar that sends and tally's
invites like a regular calendar. Is this possible? what access and
permissions do i need?
Curretly i can schedule the meetings but the calendar won't keep track of
attendee's.

much appreiciated if anyone could help

Public folder calendars can't do that.
