How do I create a new recurrence pattern?

I want to schedule events based on the next business day after the second
Tuesday in the month. I can't just say the second Wednesday, because in some
months, the day after the second Tuesday is the third Wednesday. I think this
would be a new recurrence pattern. Any ideas?

You might want to look at a 3rd party add-in called WS:Repeat Appointment
that allows you to choose a more customized pattern for recurring
appointments.  Details here:

I  looked at this add-in. It doesn't seem to have the option I want. Maybe I
need to dig deeper into it.

I'd like to do something similar but also have been unable to find a tool to
set a a recurrence some day(s)before or after a a "second Tuesday" recurrence.
