I often book appointments that occur regularly throughout the year--on the
same day and time of the week and in the same location--but not regularly
enough to be able to use the "Recurrence Pattern" feature.  I would like to
be able to make the first appointment, setting all the relevant details, and
then choose which days in the year ahead that I'd like Outlook to
automatically schedule the same appointment.

No need for a suggestion to Microsoft for something that has existed for
many versions.

Simply right click on the appointment and drag it to the Date Navigator
month/day of your choice, select copy.  Voila.
