Is there a way to have a public folder designated as a calendar to
appear say right under the normal default calendar folder in the tree
view in Outlook 2003?

Drag the folder to Public Folders\Favorites and it should automatically appear on the navigation pane. If not, you can right-click it and choose Add to Other Calendars.
